Duitsland Legaal THC limit for drivers: 3.5 ng/ml
Driving with 3.5 ng/ml THC or more in blood serum is an administrative offence, normally a 500 euro fine and a one month driving ban. Novice drivers in their probation period and drivers under 21 may not drive with any THC, and mixing cannabis with alcohol is punished more severely.

Spanje Gedecriminaliseerd Any trace of drugs at the wheel is fined
Driving with any detectable presence of drugs, including THC in a saliva test, is a very serious offence under the traffic law: a 1,000 euro fine and the loss of six points, regardless of impairment. Driving clearly impaired can also be a crime.
