Decriminalized small amounts

Portugal decriminalized personal possession of all drugs in 2001: up to a 10-day personal supply of cannabis (defined as 25 g of flower or 5 g of hashish) is an administrative matter handled by dissuasion commissions, not a crime. Repeat or larger amounts can bring fines or treatment referrals. Trafficking and cultivation for sale remain criminal offenses.

Retail Sale

Recreational sale illegal

Recreational retail sale of cannabis is prohibited in Portugal. CBD products occupy a restricted space — products with THC above trace levels are treated as narcotics, and CBD sold as food or supplements faces novel-food constraints. The licensed medical-cannabis industry serves prescription and export channels only.
