Homegrow

Up to 4 plants

Adults may grow up to four cannabis plants at home, out of public view. The legal home storage limit is 50 g of dried product. Plants must be secured from minors and must not be visible from public spaces.

Possession

7 g legal

Adults 18+ may possess up to 7 g of cannabis legally since Malta's 2021 reform — the first of its kind in the EU. Amounts between 7 g and 28 g bring fines without a criminal record; larger amounts remain criminal. Public consumption is prohibited and fined, with higher penalties near minors.

Retail Sale

Non-profit associations only

Distribution is only legal through licensed non-profit cannabis harm-reduction associations (max 500 members), with member limits of 50 g per month. Commercial retail sale is prohibited. Associations are regulated by ARUC and must meet security, testing and record-keeping conditions.
