Recreational cannabis is prohibited and France enforces some of Europe's strictest penalties, including an on-the-spot fine for use. A limited medical cannabis pilot (run by the ANSM since 2021) covers a small patient group. CBD products are tolerated when derived from hemp within the EU THC threshold.
