Home cultivation legal (3 plants, 21+)
Adults 21+ may cultivate up to 3 cannabis plants at a residence they own or lawfully use — indoor, outdoor or greenhouse. Growing 4–5 plants is an administrative offence; 6 or more remains criminal.
Medical
Medical cannabis legal since 2013
Medical cannabis has been legal since 2013. Doctors may prescribe cannabis-based treatment for serious conditions, dispensed through pharmacies under state oversight; since 2021 general practitioners may prescribe and reimbursement is partly covered by public insurance.
Possession
Personal possession legal within limits
Since 1 January 2026, adults 21+ may legally possess up to 100 g of dried cannabis at home and up to 25 g in public. Slight excess is an administrative offence (up to 200 g at home / 50 g in public); larger amounts remain criminal. Supplying others — including gifting — is still an offence.
Retail Sale
Commercial sales and clubs still prohibited
The 2026 reform does not create a commercial market: retail sales, dispensaries and cannabis social clubs remain prohibited. Club and pilot models were deferred in parliament. Low-THC (<1%) products are the only legal retail channel, through licensed specialty stores under the Psychomodulatory Substances Act (18+, lab-tested, no vending machines or pure online sales).
