Possession
Prescription-only possession (PT33)
Since June 2025 cannabis flower is a controlled herb: legal possession requires a valid Thai prescription (form PT33, max 30-day medically necessary supply) from a licensed Thai practitioner. Foreign medical cards are not recognized. Public smoking is penalized as a nuisance; consumption is private-only. Tourists follow identical rules: 20+, passport, Thai prescription.
Retail Sale
Licensed dispensaries, prescription-only
Cannabis flower may be sold only by licensed dispensaries, in person, against a PT33 prescription per customer (20+, never to pregnant or breastfeeding women). Online sales, delivery and vending machines are prohibited, as is commercial advertising. Cultivation and distribution require GACP certification and traceability; since January 2026 dispensaries need on-site medical supervision. Of ~18,000 shops opened after 2022, over 7,000 closed under enforcement.
Medical
Medical-only framework (controlled herb)
Thailand reclassified cannabis flower as a controlled herb on 25-26 June 2025 under the Thai Traditional Medicine Knowledge Act B.E. 2542, ending the post-2022 open market. Access is medical-only via PT33 prescriptions issued by licensed Thai practitioners (doctors, Thai traditional medicine practitioners). A broader Cannabis and Hemp Bill remains in parliament.
Advertising
Commercial advertising prohibited
All commercial advertising of cannabis products is prohibited. Sales may not target or reach under-20s, students without prescriptions, or pregnant and breastfeeding women. Online promotion and delivery platforms are explicitly banned channels.
Recent changes
The Ministry of Public Health has proposed restricting cannabis to medical use with a prescription. Details and timing are still being decided.
