Advertising
Strict advertising rules
Cannabis advertising may only target audiences where at least 71.6% are reasonably expected to be 21+, and may not appeal to minors, use cartoon imagery, or make false or health claims. Free product giveaways are prohibited, and billboard ads on interstate or state highways that cross state lines are banned. Packaging and labels must carry state-mandated warnings and the universal THC symbol.
Homegrow
Up to 6 plants
Adults 21+ may cultivate up to six plants per residence for personal use. Cities and counties may regulate or effectively ban outdoor cultivation, and indoor grows must be secure and out of public view. Harvest from legal homegrow kept at home is not weight-limited, but selling it without a license is illegal.
Labeling Testing
Mandatory testing and track-and-trace
All cannabis products must pass testing by a licensed laboratory for potency, pesticides, heavy metals, solvents, microbes and mycotoxins before sale. Products move through the state track-and-trace system from cultivation to retail. Labels must show cannabinoid content, batch ID, warnings and the universal THC symbol.
Possession
28.5 g flower / 8 g concentrate
Adults 21+ may possess up to 28.5 g of cannabis flower and 8 g of concentrate. Possession on federal lands (national parks, federal buildings) remains illegal regardless of state law. Consumption in public places is prohibited and typically fined.
Retail Sale
Licensed retail and delivery
Retail sales require a license from the Department of Cannabis Control plus local authorization — many cities still ban storefronts. Licensed delivery is allowed statewide, and local bans cannot block delivery access. All products must move through the licensed, track-and-traced supply chain.
