Strict promotion limits
Promotion is heavily restricted under the Cannabis Act: no lifestyle advertising, no endorsements or testimonials, no marketing that could appeal to minors, and no sponsorships using cannabis branding. Packaging must be plain with standardized health warnings and THC/CBD content. Violations carry significant penalties for licensed producers.
Homegrow
Up to 4 plants (province-dependent)
The Cannabis Act allows up to four plants per household for personal use. Quebec and Manitoba prohibit home cultivation, and other provinces, municipalities and landlords may impose additional conditions. Plants must not be accessible to minors, and seeds or clones must come from legal sources.
Possession
30 g public possession
Adults may carry up to 30 g of dried cannabis (or the legal equivalent in other formats) in public. Possession over the limit in public is a criminal offense, though there is no limit on the amount kept at home in most provinces. Provinces may add rules on where cannabis can be carried or consumed.
Retail Sale
Provincially licensed retail
Recreational retail is licensed provincially, and models differ: government stores (e.g. Quebec), private licensed stores (e.g. Alberta, Ontario), or hybrids. Online sales run through provincial platforms or licensed private retailers depending on the province. Selling without a provincial licence is illegal and actively enforced.
